Procurement

Facilitate strategic sourcing projects for services and non-medical supplies categories, and ensure that the procurement process is carried out in a fair and objective manner in compliance to policies and regulations.

Co-ordinate and convene meetings with the evaluation team and stakeholders to assess product and service proposals from vendors, suppliers and contractors to ensure better savings. Add value through standardization of products / services, proper negotiation, or other innovative ways of sourcing.

Establish contracts on time to ensure timely deliveries and continuous supply of products and services. Monitor and review consumption trends for all medical, surgical and non-medical supplies and re-adjust their holding levels as appropriate.

Communicate the terms and conditions of the Master Agreement to vendors, suppliers and contractors, monitor their compliance with the agreements and manage their performance to ensure quality of work.

Logistics

Responsible for receiving, picking and distribution of goods. Ensure supplies are replenished at the hospitals / offsite locations in a timely manner through proactive planning. Ensure sufficient manpower deployment and inventory stock levels for daily operations. Actively seek to improve work flows and streamline processes.

Manage inventory and validate all material transactions for storage locations. Responsible for reporting of inventory discrepancies between system and locations, or flagging expired, damaged and inventory loss, then seek approval for adjustment to stock levels.

Responsible for identifying, investigating the root cause(s) of discrepancies, resolving the issues and ensuring corrective and preventive actions are carried out in a timely manner. Recommend continuous improvement plans to prevent or eliminate future inaccuracies from occurring. Responsible for developing and updating Standard Operating Procedures.

Pharmacy

Source, evaluate, negotiate and manage contracts for pharmaceutical and non-pharmaceutical items.

Analyse and evaluate external price trends and new product offerings to identify opportunities to reduce overall purchasing costs.

Review and implement supply chain policies and procedures on procurement processes and inventory systems to ensure no disruption in drug supply at hospitals and efficient services to stakeholders.

Ensure pharmaceutical drugs are purchased in a timely manner to minimise out of stock situations, or to bring in alternatives where applicable. Oversee the inventory management and stock turn within department target.

Responsible for all Controlled Drug (CD) related matters in hospital as the main liaison contact with the Health Sciences Authority. Also responsible for MOH Civil Emergency, Emergency Preparedness and Pandemic Outbreak drug supply as main liaison person with the Ministry of Health.
